This article continues an analysis of discretional persecution. The public interest, which has been under discussed in Lithuanian literature, is divided into conditional and different structural elements. Three elements of public interest are analysed: 1. information about the gravity of an offence; 2. factors personal to the offender; 3. victims position and interests.
