The training of police officers in Lithuania during years 1990-2000

The article analyses the development of police officer preparing system in Lithuania in a period of 1990 – 2000 and reveals the reasons of inefficiency of the development. Therefore, the investigation is carried out in following trends: 1) legal basis of admission to the police system; 2) tendencies of the development of interior system; 3) vicissitude of institutional system, which prepares police officers, structure. After restoring the independence, the consolidation of Lithuanian statehood depended on the ability of newly established state to reform interior system (further – IS) retaining loyal workers to new regime and creating a modern system of staff selection and training. In the first decade (1990-2000) the above mentioned tasks were implemented in the constant development of surroundings of the executive and interior system: 10 governments, six ministers of IS and 4 general police commissars changed. Such unstable situation, in the viewpoint of the government, influenced negatively the formation of police officer teaching and training. The training of police officers in 1990 – 1991. Reform of police personnel training has been started after the restoration of the Independence from 1990 to the middle of 1991 the vertical structure of police training has been formed. Training of police officers is integrated into the system of Ministry of the Interior (further – MI). The reorganizations of the police training system as the result of political solutions adjusted the whole structure of police training. The first police training system has failed: the Lithuanian Police Academy separated from the control of the MI; Kaunas and Vilnius police schools were under from Soviet control to control of the MI. That was an uneconomical system from the point of view of financial means because it duplicated the basic training function between Police academy and the Kaunas and Vilnius police schools. The reforms of police officers training system during years 1992 -1997. In 1992 -1997 the new heads of State has stopped the integration of the Higher Police schools to the Police Academy. Since 1992 to 1997 in Lithuania has prevailed irrational and financially wasteful police training system: there were three Police schools (in Kaunas, Vilnius and Klaipėda) and Lithuanian police academy. The confrontation between the Police Academy and MI did not allow to rationally realize the police training. The reforms of police officers training system during years 1997 -2000. In 1997 the police training policies were corrected while adopting the radical solutions. Vilnius Police School was closed in 1997, and Kaunas Police School was incorporated into the Lithuanian Police Academy. Only Klaipeda Police School remained under control of the MI. Conflict between Police department and the supporters of the police education model did not improve the quality of the police training. Concerning different subordination and flexible cooperation of scholastic institutions preparing police officers, the Ministry of Inner Affairs and Lithuanian Police Academy, the corporate system of qualitative police officers preparing was not established in the period of 1990-2000.Straipsnyje analizuojama policijos pareigūnų rengimo institucinės sistemos raida Lietuvoje 1990 – 2000 metais ir atskleidžiamos policijos neefektyvumo priežastys.
