The article analyses the most important stages of modernizations of public sector institutions seeking to conceptualize the changes related to transformation of the concepts of public sector institutions manager’s and organizational culture. Starting from traditional public administration, the aspects of new public management and the model of neo-weberianism, scantily analysed in Lithuania, are analysed, which together with new public governance principles, are beginning to establish themselves in the current structures of public sector.
