Administrative reforms in Užnemunė (1795-1915)

In 1795 when Užnemunė (a territory in Lithuania) was incorporated into Prussia the administrative discipline in that region was strenghtened. During the Prussia's government in Užnemunė not only German clerks were working in the administrative institutions of the territory but also polish officials. During the times of the Duchy of Warsaw (Napoleon France vassal state) in Lithuanian Užnemunė (as well as other regions of the Duchy of Warsaw) the centralized administrative system of Napoleon France was adopted. During the time when Užnemunė region was governed by Russia the administration process has permanently stiffened. After 1831 and 1863 rebellions Russia placed more and more Russian officials to the administrative posts in Užnemunė thus precluding the democratization process of the State institutions and "lithuanization" of Užnemunė administrative institutions.
