A proposal was made by the Subcommittee on Seismology of the National Research Council of Japan to the forthcoming Congress of the International Union of Geodesy and Geophysics at Edinburgh in view of the unofficial circular letter of Prof. M. Ishimoto addressed to seismological stations throughout the world for the international co-operation with respect to quantitative studies of the initial motion of earthquakes.
