This paper probes the process of organizing mothers in \u27Kodomo-no Mura\u27day nursery by Hirata in 1930\u27s, examining the contents and meanings of \u27jichi (self-government)\u27and \u27kyodo (cooperation)\u27. \u27Kodomo-no Mura\u27day nursery was characterized with the following three points. First, it produced a mothers\u27new lifestyle, with which they could solve social problems by participation in local government. Second, it organized a public space of child care by parents at \u27Dojun-kai\u27apartment house in urban. Finally, it trained children to take over the norms of \u27self-government\u27and \u27cooperation\u27.
