Development of Policies in Vocational Education at Upper-Secondary and Post-Secondary Levels : A Comparison between China and Japan

Recently China has expanded vocational education at the upper-secondary and post-secondary levels as did Japan in the 1960\u27s. This paper compares the analyses the experiences in the two countries over the course of develoment, particularly with respect to the relation between policies in vocational education and economic development. The first section outline briefly the institutional framework and historical development of vocational education in the two counties. The following section analyses the relation between expansion of vocational education at the secondary level, and that at post-secondary level, based on cross-sectional analyses
