After the World War II, the Progressives led the reformation of education in England. This trend was accelerated after the return of the Labour Party to power. However, in the late 60\u27s, some people started to criticise the progressive reformation as the cause of political and economical disorder. In 1969, the first Black Paper was published. It was an epoch of the counterattack against the Progressives by the Conservatives. The Conservatives criticised the egalitarian tendency of the Progressives for their ignorance of the importance of social order and stratification. This paper is focused on the series of the Black Papers, and analyses the logics of their opposition against the Progressives
