In Japan, after the World War II, the reform of educational administration was directed fundamentally on the so-called "three doctrines" (decentralization, democratization, and independence). So, at the local level (prefecture, city, town, and village), school board systems were adopted and scool board members were to be elected by residents of the districts. But by the re-reform in 1956, school board members became to be nominated by the heads of local governments. As the result of it, now it is said that school boards may have lost their vitality. Can it really be so? This is a report of a questionnaire study on the actual situations of \u27A\u27 city school board in Chiba Prefecture
