It is important to make residents' consensus in order to designate of historic district. Based on case study in the preservation district of Kawagoe in Saitama, We analyzed the process of final stages of consensus building. As a result, following points are revealed. (1) we divided the process of consensus building in Kawagoe into 3 steps, dialogue resuming step, confirmation of consensus step, formalities step. (2) It was necessary for building consensus to organize committee, representing local resident. (3) bad factor for living environment and townscape, like building condominium, promote the consensus building
