Following their incorporation in April 2004, each national university in Japan is now required to operate autonomously based on mid-term goals and plans, which are formulated every six years. In 2008, Niigata University's attainment of these goals and plans four years after incorporation, as well as the education and research levels of its faculties and its academic units of graduate schools, was evaluated based on a performance report. In the process of drawing up this report, problems that were overlooked during this internal evaluation were also clarified.
