It is the obligation of the United States Forest Service (FS) and the Bureau of Land Management (BLM) to restore water quality limited water bodies under their management to conditions that meet or exceed standards. Water Quality Restoration Plans provide a plan that agencies will use for applying the necessary strategies and actions which will be used to restore water quality impaired waters (ICBEMP, 1998).
