El acceso al agua potable y al saneamiento sin discriminación ha sido formalmente elevado a la condición de derecho humano internacionalmente reconocido en la resolución 64/292 de la Asamblea General, de 28 de julio de 2010. El propósito del artículo es dotar de contenido dicha declaración sobre la base de los trabajos del comité DESC y de la relatora especial de la ONU sobre el derecho al agua potable y al saneamiento, haciendo una especial referencia a la situación específica del continente europeo.
