Rakel och samverkan mellan blåljusorganisationerna : En enkätundersökning om det nya digitala kommunikationssystemet

The Rakel communication system is currently being implemented in the Swedish society and will be used by for instance, the operational emergency services including ambulance, fire department and police. The characteristics of Rakel is primarily the digital technology that involves improved quality in transmitting and receiving as well as the opportunity to be part of shared communication channels. On accident scenes, it is important that there is a good interaction between operational emergency services to achieve the desired goal. Hopefully, Rakel will improve interaction at emergency scenes. This project work examines how those who already use the system are experiencing it, and the expectations of those who are unfamiliar with the system. In order to evaluate how operational emergency services experience Rakel and its impact on information flow and interaction a questionnaire was distributed to the operational emergency services. The survey is qualitative in nature and was distributed to organizations in various cities with a geographic spread to achieve the best possible results. The questions mainly focus on the respondents’ opinion regarding how communication and interaction at an accident scene work in the current situation, what the expectations are among those who do not use the system in the current situation and what possible improvements the system may need. The respondents were incident commanders and thus manage communication with the other operational emergency services. The response rate of the survey is around 35% from which none came from the system’s users in the ambulance section which may have affected the results. The investigation has shown that the attitude towards Rakel seems rather positive in general but there seems to be different opinions about the system. Many respondents mention that the sound quality and range has improved since the introduction of the system but do not mention that the interaction has improved significantly. It was also mentioned that there are some flaws in areas such as system user interface and the implementation of the system into the organizations. The conclusions drawn are that Rakel does not in itself directly lead to a better interaction between operational emergency services but may provide opportunities for better interaction.
