Industriellt träbyggande i samverkan : en studie av det strategiska nätverket Bygg i Trä

The Swedish construction industry is characterised by a too low persistent housing production at a too high cost level. Forces are raised to increase the production and lowering the costs without repeating the experiences of the 1960s. Thus, the construction market in Sweden faces a challenge in building more apartments at a lower price in buildings that are flexible in design and fit into surroundings. The wood manufacturing industry has found that there is a possibility to meet the demands of the market. In the report More Wood in Construction - Foundations for a National Strategy (Ds 2004:1), there has been stated that there is a potential in wood construction of multi storey buildings. The research in wood construction has mainly been done in the field of technology. In the report there is an interest in new business concepts; one of these concepts is strategic networks.In this thesis a case of cooperation in purpose to create an industrialized wood construction system is studied. The cooperation process has been studied through participating observation, interviews and documents. Important events, phenomena, patterns and factors in the creation process are described and analysed. The purpose of the study is to contribute to the knowledge of how a strategic network becomes the model for the introduction of a wood construction system that is cost effective, industrialized, flexible, functional and aesthetic. The study shows that the supporter, an external initiator and financier, play a significant role in the development of the strategic network. Another result is that there is difficult to separate the individual from the company in a cooperation process. A third result is that the company must have a certain degree of competence so it can be a contributor to the construction system. A fourth result is that to be able to develop industrialized wood construction systems there is a need to grasp both the entire construction process and the entire construction system. The empirical results indicate that the cooperation process are created and developed in an early phase of a visionary shape, and thereafter develops into a phase of activities, and finally is introduced on to the market. The creation and development process of the strategic network can be parted into ‘dimensions' and ‘levels'. The dimensions can be parted into primary, substantial and conduct preconditions. In these dimensions the significant factors in the cooperation process are discussed in a supporter level, an implementation level, and a process level.For future cooperation projects in the wood construction area the following general recommendations are stated; (1) define the problem or the possibility, (2) analyse the problem or the possibility in profound terms (with focus on structure and strategy), (3) create an operational work organisation with an authoritative group and sub groups, consider early in the process, which sub processes are governing other sub processes, (4) engage an external chairman and an external project manager, (5) create and maintain good relations with supporters early in the process, (6) work for implementation early in the creation process.Den svenska byggmarknaden karaktäriseras av en alltför låg uthållig bostadsproduktion och en för hög kostnadsnivå. Röster har höjts för att öka produktionen och sänka kostnaderna utan att upprepa misstagen från Miljonprogrammen på 1960-talet. Den svenska byggbranschen står med andra ord inför utmaningen att bygga fler bostäder som är flexibla och estetiska, till en lägre kostnad. Den trämekaniska industrin har funnit att det finns en möjlighet att möta marknadens efterfrågan. I rapporten Mer trä i byggandet - underlag för en nationell strategi (Ds 2004:1) har det framgått att det finns en potential i flervåningsbyggande i trä. Den forskning som genomförts inom området träbyggande har emellertid främst inriktats mot teknik. I rapporten finns ett intresse för nya affärskoncept; en av dessa koncept är strategiska nätverk. Det strategiska nätverket kan ses som ett verktyg där olika kompetenser i nätverket skapar den kunskapsmassa som behövs för att bli en intressant partner i byggbranschen. I föreliggande uppsats studeras ett fall av en samverkansprocess i syfte att skapa ett industrialiserat träbyggsystem. Samverkansprocessen har studerats genom deltagande observation, intervjuer och dokument. Viktiga händelser, fenomen, mönster och faktorer för skapandeprocessen beskrivs och analyseras. Syftet med studien är att bidra med kunskap om hur ett strategiskt nätverk blir modell för introducerandet av ett träbyggsystem som är kostnadseffektivt, industrialiserat, flexibelt, funktionellt och estetiskt. Samverkansprocessen utvecklar nära relationer mellan företagen i det strategiska nätverket. Studien visar att understödjaren (en extern initiativtagare och finansiär) spelar en avgörande roll för utvecklingen i det strategiska nätverket. Ett annat resultat är att det blir svårt att skilja individen från företaget i en samverkansprocess. Ett tredje är att företaget måste ha den grad av kompetens så att det kan bidra till byggsystemet. Ett fjärde resultat är att för att utveckla ett industrialiserat träbyggande krävs ett helhetsgrepp om byggprocessen och byggsystemet. De empiriska resultaten indikerar att samverkansprocessen skapas och utvecklas i en inledande fas av visionärt slag för att sedan övergå i en fas av aktivitet, för att därefter förverkligas på marknaden. Skapande- och utvecklingsprocessen av det strategiska nätverket kan indelas i dimensioner och nivåer. Dimensionerna kan delas in i primära, substantiella och beteendeförutsättningar. Under dessa dimensioner presenteras de framträdande faktorerna för samverkansprocessen i nivåerna understödjar-, genomförande- och processnivå. För framtida samverkansprojekt inom träbyggnadsområdet föreslås följande generella principer; (1) definiera problemet eller möjligheten, (2) analysera problemet eller möjligheten generellt och fördjupat (med inriktning på struktur och strategi), (3) skapa en operationell aktivitetsorganisation med en styrande grupp och arbetsgrupper, och utred tidigt vilken av arbetsgrupperna som är styrande över de andras utveckling, (4) engagera en extern ordförande och en extern projektledare, (5) skapa tidigt och upprätthåll goda relationer med understödjare och (6) arbeta tidigt för att en realisering ska kunna ske.Godkänd; 2007; 20071114 (ysko
