Effective access to fundamental rights and more specifically universal access to health care has been at the center of public policies since the law of 07.29.1998 relative to tackling exclusion. Renunciation and non-take-up of health care, which are predominant among people living in precarious situations compared to the rest of the population, illustrate the difficulties in accessing health care and questions the effectiveness of the public policies in place. We conducted a review of literature on the causes of renunciation and of non-take-up of health care beyond financial reasons, exploring sociological, anthropological, psychological causes as well as the "clinics of precariousness".
