PELAKSANAAN KAJIAN LINGKUNGAN HIDUP STRATEGIS (KLHS) SEBAGAI UPAYA PERLINDUNGAN LINGKUNGAN HIDUP OLEH PEMERINTAH KABUPATEN SLEMAN

This research entitled The Implementation of Strategic Environmental Assessment (SEA) As Environmental Protection efforts by Sleman District Government. This research describe and studied, (1) how the implementation of Strategic Environmental Assessment (SEA) at Sleman district area, and (2) what are the constraints encountered in implement Strategic Environmental Assessment (SEA) as environmental protection efforts by Sleman District Government. This study was an empiric law research. The type of data included primary data as main data and supported with secondary data which consist of primary and secondary law materials. Techniques of collecting data used were interview and study by studying legislation,legal journals, and legal articles; then the technique analyzing used was inductive thinking method. The result of research showed that The Implementation of Strategic Environmental Assessment (SEA) As Environmental Protection efforts by Sleman District Government basically had been implemented due to Law Number 32 of 2009 and Ministerial Regulation Number P.69/Menlhk/Setjen/Kum.1/12/2017 about Implementation of Government Regulation Number 46 of 2016 about Organizing Procedures Strategic Environmental Assessment. Sleman District Government have complied and implemented SEA of Sleman district but in this case the SEA which has been complied only SEA of Medium-Term Development Plan for 5 years of 2016-2021. In order to implementation this Strategic Environmental Assessment (SEA) some constraints were encountered including consistency of policy makers and this is the first time for Sleman District Government to implemented this SEA, so it takes time to learn
