Violence in the Municipal Companies of Cali - Colombia between 1995 and 2013. Paramilitaries attributed their death

En los años noventa, una de las instituciones más representativa de Cali – Colombia, las Empresas Municipales de Cali (Emcali) dedicada a la prestación de servicios públicos domiciliarios, experimentó un conjunto de dificultades producto de la incapacidad de adaptarse a las diferentes fuerzas que impulsaron cambios estructurales que ocurrieron en el contexto nacional a principios de los años noventa. En abril del año 2000, la Superintendencia de Servicios Públicos Domiciliarios (SSPD), interviene a Emcali por las elevas deudas con proveedores, muchos de estos pertenecientes a entidades financieras.El objetivo del artículo es presentar los conflictos y las violencias vividos por los trabajadores de las Empresas Municipales de Cali como formas de resistencia durante el periodo de intervención. Este trabajo hace parte de un proyecto de tesis doctoral y en este caso, se presenta una aproximación antropológica. Su metodología corresponde a entrevistas en profundidad, observación participante y revisión de fuentes documentales. Se concluye que la desinstitucionalización de Emcali tiene que ver con el cambio de valores culturales, vinculados con la corrupción y el narcotráfico. Con la inestabilidad del entorno político y jurídico, muchos trabajadores recurrieron a la creación de sindicatos a fin de garantizar el derecho al trabajo. Mientras que el derecho a la vida fue vulnerado en reiteradas ocasiones y la empresa se sumergió en la más profunda crisis. Esta faceta ha sido la más conocida por las nuevas generaciones de usuarios y habitantes de una ciudad – región en crecimiento.The interest of anthropologists to understand violence in Colombia has existed for several decades. Its incidence in studies of work and organization is relatively recent. In the nineties the Municipal Companies of Cali (Emcali) dedicated to the provision of home public services, experienced a set of difficulties resulting from financial indebtedness. The role of union leaders was to defend it from privatization. The objective of the article is to analyze the violence experienced by members of the workers' unions grouped in Sintraemcali and Serviemcali between 1995 and 2013, as a way to resist the intervention of the central government. The categories of violence are taken from Giraldo and Lopera (1996) to narrate from the actors, the crimes against life, several of these materialized by members of paramilitary groups.The methodology includes techniques of in-depth interviews, participant observation and review of documentary sources that allowed the qualitative content analysis. It is concluded that the de-institutionalization of Emcali has to do with the transgression of the right to life resulting from the change of cultural values, linked to corruption and drug trafficking. With the instability of the environment many workers unionized to guarantee the right to work at a time of extreme instability.
