TANGGUNG JAWAB PJTKI DALAM PENEMPATAN TENAGA KERJA INDONESIA KE LUAR NEGERI (STUDI DI PT HENDRARTA ARGA RAYA DI KOTA MALANG)

Indonesian Migrant Workers (TKI) are often referred to as state heroes because they are one of the contributors to the country's foreign exchange. Many Indonesian Migrant Workers (TKI) experience unfortunate events while working abroad. This is where the role of the Indonesian Labor Service Company (PJTKI) as a service company that dispatches Indonesian workers to work abroad is needed. Placement of Indonesian Migrant Workers (TKI) abroad held by Indonesian Labor Service Companies (PJTKI) must be in accordance with the terms and procedures specified in the law. The issue regarding workers working abroad has always been discussed in the media such as television and newspapers. The problems that often arise include persecution of migrant workers, unpaid salaries and lack of skills of migrant workers, therefore, migrant workers often experience problems abroad. According to this matter, the researcher is interested in conducting research about the Indonesian labor services company specifically PT Hendharta Argaraya Malang City with research problems: 1. What is the responsibility of the PJTKI regarding to the Indonesian Migrant Workers placement Abroad? 2. What are the obstacles faced in the effort to carry out the responsibilities of PJTKI regarding to the Indonesian Migrant Workers placement Abroad? The results of the research and discussion showed that the PJTKI's responsibility towards migrant workers started from pre-placement, placement period, and post-placement. The three stages were set out in the law referring to the protection of Indonesian migrant workers. Moreover, the inhibiting factor of the PJTKI's responsibility towards TKI was caused by two factors, namely the document and technical barriers factor. The suggestions in this study were that the intensity of the government in providing socialization towards PJTKI in carrying out their duties and obligations in accordance with the laws and regulations
