Balanserad styrning i kommunala nämnder från ett fritidspolitikerperspektiv : En fallstudie i Skellefteå kommun

Balanced scorecard is a model for economic governance, originally developed for the private sector in the United States. Today it is common that Swedish municipalities applying the model. Amateur politicians differs from other user groups who are managing balanced scorecard, they often have fewer resources in terms of education in economics and time for the mission. What happens when politicians and mainly amateur politicians should control the administrations' operations with the balanced scorecard? The purpose of the study is to create an understanding of politicians with another occupation besides politics notions of balanced control of municipal authorities and to analyze what impact that may have on the governance of municipal activities. The study was conducted as a case study in Skellefteå, where interviews were conducted with a mateur politicians from three different authorities. The study shows that amateur politicians’ notions of balance scorecards vary. There are notions of that balanced scorecards do not work to use for the purpose for which they are intended. The scorecards are perceived poorly adapted to local conditions and amateur politicians consider their own skill and commitment to be low. The consequence of this will be that scorecards control activities in a less effective manner.
