The Swedish Health insurance changed in 2008 (SFB; 2010:110), and would with the new direction to get more sick leave to join the workforce and reduce the number of benefit recipients who are unable to contribute to government finances. This resulted in increased demands to be on sick leave and also those who were already in an ongoing sick leave. Increased resources were at the job center to increase the possibility for so-called vocational rehabilitation and assessment of work capacity.
