Bränder på avfallsupplag : Tre fallstudier

Effects of the safety work in the society (ESS) is a five year project funded by the Agency for Civil Contingencies. This is a substudy within the ESS and the writers are looking at problems within the sub-area accidents on landfills with a focus on fires. The aim of the account is to report the conditions and circumstances that are common before, during and after fires at landfills, to identify weak areas and improve fire safety work, and also to make proposals about improvements of the subject.To achieve the goals the authors conducted literature studies and three case studies, in the form of site visits and interviews on landfill sites that have been affected by fires. In the selection process of the facilities to be studied two criterias were set up. These were that the fire was not older than two years and that the size of fire has been significant. After the selection process was held it was decided that the case studies would be made at Storskogens avfallsanläggning in Oskarshamn, Heljestorp avfallsanläggning in Vänersborg and Häringetorp avfallsanläggning in Växjö. The conclusions reached are that fires at landfill sites is something that today happens often in Sweden and these leads to the production of several substances that are harmful for the environment and people’s health.The level of the fire safety work differs among the three studied sites. However, the three sites do have in common that many of the implemented measures are direct consequences of previous fires. The reason fire safety work differ might be that there currently are no guidelines issued in the area by authorities.The sites internal feedback regarding fires mainly works well but there is a shortage due to the fact that this knowledge stays internally and no exchange of experiences with other sites is made. The authors have during the work with this report identified five basic points of the fire safety work at landfills. These points is prioritized to improve the level of fire safety.- Access to safe water- Appointment of a Fire Protection Officer / Coordinator- Establishment of a risk analysis- The establishment of an emergency response plan- Education and practice.Validerat; 20130122 (global_studentproject_submitter
