Plataforma productiva como fuerza del desarrollo endógeno del sector de manufacturas plásticas

The productive platform of a locality constitutes a support for business activity in terms of physical infrastructure and related services that, depending on their conditions, stimulate or restrict endogenous development. In this context, the general objective of the research is to analyze conditions of the productive platform as promoting endogenous development in the plastic manufacturing sector, using basically, the contributions of Vázquez (2005 and 2007). This is a descriptive, field study with a cross-sectional, non-experimental design. It includes interviews with 30 companies, guided using a structured format. Among the findings: 56.7% of respondents take an unfavorable position regarding conditions of the support platform for the productive process as a stimulus for development of the sector in the region; 63.4% of the respondents agree that the physical infrastructure for transferring goods does not favor sector activity. Most (76.7%) respondents considered that the operation of government administrative services constitutes a valuable support for entrepreneurial activities, especially with regard to completing operations through the Internet. For most of the companies considered (60%), the urban development of territory is presented as a relatively weak force in the production environment. Conclusions are that the relative weakness of this force in the region is due to deficiencies in economic infrastructure conditions, in particular, maintenance of the secondary road network, as well as the provision of electricity, while institutional infrastructure has been strengthened. Therefore, to raise the degree of development, it will be necessary to intervene in order to improve conditions of the economic infrastructure.  La plataforma productiva de una localidad constituye un soporte a la actividad empresarial, en términos de infraestructura física y servicios conexos, que dependiendo de sus condiciones estimula o frena el desarrollo endógeno. En este contexto, el objetivo general de la investigación consiste en analizar las condiciones de la plataforma productiva como fomento al desarrollo endógeno, en el sector de manufacturas plásticas, utilizando básicamente los aportes de Vázquez (2005 y 2007). El estudio realizado es descriptivo y de campo, con un diseño transversal, no experimental, incluyendo una entrevista a 30 empresas, guiada con un formato estructurado. Entre los resultados destacan: el 56,7% de los entrevistados presentan una posición desfavorable, en cuanto a  las condiciones de la plataforma de apoyo al proceso productivo como estímulo al desarrollo del sector en la región, un 63,4% de los consultados afirman que la infraestructura física para el traslado de mercancías no favorecen la actividad del sector. La mayoría (76,7%) de los entrevistados consideró que el funcionamiento de los servicios administrativos del gobierno, constituye un soporte valioso a las actividades empresariales, especialmente en cuanto a la posibilidad de realizar trámites vía Internet. Para la mayoría de las empresas consideradas (60%), el desarrollo urbano del territorio se presenta como una fuerza relativamente débil en el entorno productivo.  Se concluye, que la relativa debilidad de ésta fuerza en la región, obedece a las deficiencias en las condiciones de la infraestructura económica, en particular al mantenimiento de la red de carreteras secundarias, así como en la prestación del servicio eléctrico, mientras que la infraestructura institucional resultó fortalecida, por tanto, para elevar el grado de desarrollo será necesario realizar intervenciones a fin de mejorar las condiciones de la infraestructura económica. &nbsp
