A aproxima??o e o papel da extens?o universit?ria da ITCEES-UFFS para o atendimento ? Pol?tica Nacional de Res?duos S?lidos no Munic?pio de Cerro Largo - RS

The implementation of the National Solid Waste Policy (PNRS) in 2010 seems to change the perspective of the solid waste generated in Brazil until this year. The integrated management of solid waste determines the participation of different actors in the life cycle and disposal of products, since most of the time, the implementation and adequacy of this policy within the municipal sphere is assigned to its political representatives, which entails in its discontinuity and directs the lack of effectiveness in observing the legislation. Thus, the approximation of the Tecnossocial Incubator of Solidarity Economic Cooperatives and Enterprises of the Federal University of the Southern Frontier (ITCEES-UFFS) to meet the pertinent adjustments to the PNRS in the municipality of Cerro Largo-RS refers to a unique experience of observing a law in the municipal atmosphere. In this perspective, the present research had as general objective to analyze the approach and the role of the university extension through the ITCEES-UFFS, for the service to the PNRS in Cerro Largo-RS. In order to carry out the present research, a qualitative approach was used, whose phenomenological approach was based on the understanding of different social actors about the approach, the role of ITCEES, as well as the effectiveness of the ITCEES programs / projects focused on the implementation of the PNRS. The results showed that the experience of approaching ITCEES in the implementation of the PNRS is an exemplification of the diverse action possibilities of the university extension, not just restricted to its action towards the incubation of associations and cooperatives focused on solidarity economy. Although it is acting in a process considered incipient regarding the adequacy to PNRS, the latent leadership on the part of ITCEES in front of the implementation and adequacies of the legislation in the city. It has been demonstrated its positive influence with the activities that have been developed, what has been obtained the sustainability of Cooperativa de Catadores Unidos pela Natureza (COOPERCAUN). Through the constant encouragement and advice for its self-management, as well as making possible the selective collection of solid urban waste in the city, through the promotion of environmental education in schools and community. A landmark event for the practice of adjustments to PNRS in the city emerged from a Term of Adjustment of Conduct (TAC) requested by the State Public Prosecutor of RS in Cerro Largo, which provided a better commitment on the part of the municipal atmosphere. In addition, ITCEES 'initiative and role in articulating strategic alliances with other social actors, through the Social Management Forum, such as the City Hall of Cerro Largo, State Public Prosecution Service of RS in Cerro Largo, and other actors, has substantiated the effectiveness of the actions developed in its programs and projects. Since, it has provided a process of partnership and decision-making in a participatory and democratic way. However, the importance of appropriating this process of adjustments to PNRS, which includes the practice of selective collection, by society and the municipal atmosphere, as figures increasingly participant and active in this system.A implementa??o da Pol?tica Nacional de Res?duos S?lidos (PNRS) no ano de 2010 parece mudar a perspectiva que se tinha at? o presente ano sobre a din?mica dos res?duos s?lidos gerados no Brasil. A gest?o integrada de res?duos s?lidos determina a participa??o de diferentes atores no ciclo de vida e descarte de produtos, pois na maioria das vezes, a implanta??o e adequa??es desta pol?tica dentro da esfera municipal ? incumbida aos seus representantes pol?ticos o que acarreta em sua descontinuidade e direciona a falta de efetividade para com o cumprimento da legisla??o. Assim, a aproxima??o da Incubadora Tecnossocial de Cooperativas e Empreendimentos Econ?micos Solid?rios da Universidade Federal da Fronteira Sul (ITCEES-UFFS) para o atendimento as adequa??es pertinentes ? PNRS no munic?pio de Cerro Largo-RS remete a uma experi?ncia ?mpar de atendimento a uma lei na esfera municipal. Diante desta perspectiva, a presente pesquisa teve como objetivo geral analisar a aproxima??o e o papel da extens?o universit?ria por meio da ITCEES-UFFS para o atendimento ? PNRS no munic?pio de Cerro Largo-RS. Para a realiza??o da presente pesquisa foi utilizada de uma abordagem qualitativa, cujo enfoque fenomenol?gico se deu a partir do entendimento de diferentes atores sociais sobre a aproxima??o, o papel da ITCEES, bem como a efetividade dos programas/projetos da ITCEES voltados a implementa??o da PNRS. Os resultados apontaram que a experi?ncia de aproxima??o da ITCEES na implementa??o da PNRS ? uma exemplifica??o das diversas possibilidades de atua??o da extens?o universit?ria, n?o se restringido unicamente a sua atua??o para com a incuba??o de associa??es e cooperativas voltadas a economia solid?ria. Apesar de estar atuando em um processo considerado incipiente no que tange as adequa??es a PNRS, a lideran?a latente por parte da ITCEES frente a implementa??o e adequa??es da legisla??o no munic?pio demonstraram sua influ?ncia positiva para com as atividades que vem sendo desenvolvidas, o que tem auferido a sustentabilidade da Cooperativa de Catadores Unidos pela Natureza (COOPERCAUN) por meio do incentivo e assessoria constante para a sua autogest?o, bem como tornando poss?vel a efetividade da coleta seletiva de res?duos s?lidos urbanos no munic?pio, por meio da promo??o da educa??o ambiental junto as escolas locais e mun?cipes. Um evento marcante para a pr?tica de adequa??es voltadas a PNRS no munic?pio emergiu a partir de um Termo de Ajuste de Conduta (TAC) solicitado pelo Minist?rio P?blico do Estado do RS em Cerro Largo, que propiciou um maior empenho por parte da esfera municipal. Al?m do mais, a iniciativa e protagonismo da ITCEES em articular alian?as estrat?gias junto a outros atores sociais, por meio do F?rum de Gest?o Social, como a Prefeitura Municipal de Cerro Largo, Minist?rio P?blico do Estado do RS em Cerro Largo, e demais atores, tem substanciado a efetividade das a??es desenvolvidas em seus programas e projetos, visto que propiciou um processo de parceria e tomada de decis?o de forma participativa e democr?tica. No entanto, salienta-se a import?ncia de apropria??o desse processo de adequa??es a PNRS, que inclui a pr?tica da coleta seletiva, por parte da sociedade e da esfera municipal, como figuras cada vez mais participantes e atuantes nesse sistema
