Aquisi??o de produtos da agricultura familiar para a alimenta??o escolar em munic?pios do Estado do Paran?: alimentos fornecidos e pre?os praticados

Realizou-se uma abordagem quantitativa, partindo das presta??es de contas disponibilizadas no s?tio eletr?nico do Sistema de Gest?o de Presta??o de Contas (SiGPC) do Fundo Nacional de Desenvolvimento da Educa??o. Para compara??o de pre?os dos hortifrutis utilizou-se os pre?os das Centrais de Abastecimento (CEASA). Os resultados mostram que mais da metade dos munic?pios (51%) ainda n?o cumprem a Lei, os outros 49% atingiram 30% ou mais do recurso gasto com agricultura familiar. Os grupos de frutas e hortali?as demandaram maiores volumes de aquisi??o e de recursos federais dispendidos no n?vel estadual, e cada mesorregi?o apresentou suas particularidades que dependem das condi??es sociais, econ?micas e ambientais das mesmas. Quanto aos pre?os pagos aos hortifrutis, estes em sua maioria s?o maiores aos praticados no CEASA, podendo sugerir a pr?tica de um valor que permita levar em conta gastos com log?stica e outros encargos. Por?m, ainda existem v?rios produtos com pre?os inferiores, alguns deles comercializados com bastante frequ?ncia, o que pode ser positivo para as prefeituras, mas n?o necessariamente para o agricultor que pode ter arcado com preju?zos. Ressalta-se a import?ncia deste mercado para o desenvolvimento rural e para tanto, os pre?os pagos aos agricultores familiares devem ser atrativos e justos, sem prejudicar a racionaliza??o do gasto p?blico. Portanto, evidencia-se que ainda existem muitos munic?pios que ainda n?o cumprem a Lei, assinalando para um aumento potencial deste mercado para os agricultores familiares, al?m da necessidade de maiores discuss?es sobre os pre?os pagos a estes agricultores.
