O PRONAF investimento na agricultura familiar em Campina das Miss?es - RS

The brazilian family farming represents a significant socioeconomic role segment, both by the number of establishments, as well as the participation in food production, generation of jobs and income in rural areas. In order to answer to the thread of family farmers arises, in 1996, the National Programme for the Strengthening of Family Farming ? PRONAF, that serves lines of funding and investment. The access to the program by the family farmers can be understood through different guidelines and factors, being this rationality more complex when it involves investment operations, whereas these are higher-value operations and its consequences may be more noticeable. In this context is that the present study sought to analyse the use of the PRONAF investment by the family farmer of Campina das Miss?es/RS. Given that, for the development of the study was carried out a field research, by applying the data collection instrument to 91 farmers of the town, who accessed the PRONAF Investment during the period from 2012 to 2015. The analysis of the collected data was done by descriptive statistical techniques, for description of the sample and Chi-square tests, Fisher's exact and Mann-Whitney to study the facts influencers. It was possible to verify that the family farmers who accessed the PRONAF investment had, in general, as main orientation the intrinsic one. It was also observed that there is relationship between guidelines and characteristics of units. In relation to the variables of PRONAF that contributed to the participation in the program, the interest rate and payment term were the two most importante ones, and there is no relationship between these variables and the characteristics of the analyzed production units. It was identified different ways of allocation of investments made through the program, which generated positive repercussions especially at work and in the activities (40,9%) carried out by the farmers, as well as brought economic (24,4%), social (17,5%) and personal (11,2%) results. Como forma de atender ao segmento dos agricultores familiares surge, em 1996, o Programa Nacional de Fortalecimento da Agricultura Familiar ? PRONAF, que atende linhas de custeio e investimento. O acesso ao programa por parte dos agricultores familiares pode ser entendido atrav?s de diferentes orienta??es e fatores, sendo mais complexa essa racionalidade quando envolve opera??es de investimento, considerando que se tratam de opera??es de maior valor e cujas consequ?ncias poder?o ser mais percept?veis. Diante deste contexto ? que o presente estudo buscou analisar o uso do PRONAF investimento pelo agricultor familiar de Campina das Miss?es/RS. Diante disso, para o desenvolvimento do estudo foi realizada uma pesquisa de campo, atrav?s da aplica??o do instrumento de coleta de dados a 91 agricultores do munic?pio, que acessaram o PRONAF Investimento durante o per?odo de 2012 a 2015. A an?lise dos dados coletados ocorreu por meio de t?cnicas de estat?stica descritiva, para descri??o da amostra, e testes de Qui-quadrado, Exato de Fisher e Mann-Whitney para estudar os fatos influenciadores. Foi poss?vel verificar que os agricultores familiares que acessaram o PRONAF investimento possu?am, de modo geral, como principal orienta??o a intr?nseca. Observou-se ainda que h? rela??o entre orienta??es e caracter?sticas das unidades. Em rela??o ?s vari?veis do PRONAF que contribu?ram para a participa??o no programa, a taxa de juros e o prazo de pagamento foram as duas principais, n?o havendo uma rela??o entre estas vari?veis e as caracter?sticas das unidades de produ??o analisadas. Foram identificadas diferentes formas de aloca??o dos investimentos realizados por meio do programa, que geraram repercuss?es positivas principalmente no trabalho e nas atividades (40,9%) desempenhadas pelos agricultores, bem como trouxeram resultados econ?micos (24,4%) sociais (17,5%) e pessoais (11,2%).
