Gest?o e perpetuidade dos empreendimentos da agricultura familiar: um estudo multicaso no munic?pio de Pinhalzinho/SC

Rural enterprises, in general, and those of family farming, in particular, require efficient management practices and effectiveness to be able to ensure their sustainability in the current context of continuous changes, of competitiveness and complexity. Among the agricultural policies, there is the National Program for Strengthening Family Agriculture (Pronaf) established in 1996, that provides rural credit in order to promote socio-economic development, expanding the productive capacity of their units. Rural succession becomes a major challenge in the dynamics of family farming, especially with the regard to youth conditions to stay in the farm. In view of that, this study aims to examine understand to what extent, according to the perception of family farmers and social actors of institutions linked to the sector, the use of rural credit through Pronaf, can contribute to promote improvement in the management of enterprises of family farming and the perpetuity of these in the city of Pinhalzinho/SC. This study is classified as descriptive with qualitative approach. The research strategy used was the multiple case study. three rural family enterprises with different stages of succession process were investigated. The researched people were the managers of properties and social actors of organizations linked to the local countryside. The main instrument to collect data was the semi-structured interview type. The adopted method of analysis was the content analysis. The study results indicate that the municipality has a predominance of small farmers in rural areas and these are shown to be efficient in the execution of production activities, effectively promoting the goal of family property, which is the family living in the countryside. Pronaf is providing improvements in the management of enterprises, showing some progress, particularly as regards the planning and organization of productive activities, as well as in the knowledge of the investment costs and financial obligations, even if still informally. With regard to family succession and permanence of the young people in the field, Pronaf has performed a decisive role in encouraging, through investments, the attractiveness of the family enterprise, enabling access to new technologies, modernizing and therefore enabling the property. It is noted that the rural credit via Pronaf is presented as a tool to develop economically and socially rural development, the community, the municipality, as well as the territory in sustainable development, bringing new expectations and opportunities for this class until then "forgotten" by the public spheres and ruling classes. It is concluded that the administrative point of view, rural family enterprises lack management skills, given that the Pronaf as well as institutions linked to the sector has not included administrative technical assistance, this may compromise the young people to remain in rural areas and family succession, and in turn, the perpetuity of family farming in small towns as in the case of Pinhalzinho/SC.Os empreendimentos rurais, de forma geral, e os de agricultura familiar, em particular, demandam pr?ticas de gest?o eficientes e eficazes que sejam capazes de assegurar a sua sustentabilidade no atual contexto de continuas transforma??es, da competitividade e da complexidade. Dentre as pol?ticas agr?colas, destaca-se o Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) criado em 1996, que concede cr?dito rural, visando a promo??o do desenvolvimento socioecon?mico, ampliando a capacidade produtiva de suas unidades. A sucess?o rural torna-se um dos principais desafios na din?mica da agricultura familiar, sobretudo no que diz respeito ?s condi??es de perman?ncia da juventude no campo. Diante disto este trabalho tem como objetivo compreender at? que ponto, segundo a percep??o dos agricultores familiares e atores sociais de institui??es ligadas ao setor, o uso do cr?dito rural, via Pronaf, pode contribuir na promo??o de melhoria na gest?o dos empreendimentos da agricultura familiar, bem como na perpetuidade destes no munic?pio de Pinhalzinho/SC. O presente estudo classifica-se como descritivo com abordagem qualitativa. A estrat?gia de pesquisa utilizada foi o estudo de casos m?ltiplos. Foram investigados tr?s empreendimentos familiares rurais com est?gios distintos de processo sucess?rios. Os sujeitos pesquisados foram os gestores das propriedades e atores sociais de organiza??es ligadas ao meio rural local. O principal instrumento para coletar os dados foi ? entrevista do tipo semiestruturada. O m?todo de an?lise adotado foi de an?lise de conte?do. Os resultados do estudo apontam que o munic?pio apresenta predomin?ncia de agricultores familiares no meio rural e estes se mostram eficientes na execu??o das atividades produtivas, promovendo eficazmente o objetivo das propriedades familiares, que ? o sustento da fam?lia no campo. O Pronaf vem propiciando melhorias na gest?o dos empreendimentos, evidenciando alguns avan?os, principalmente no tocante ao planejamento e a organiza??o das atividades produtivas, bem como no conhecimento dos custos de investimento e obriga??es financeiras, mesmo que ainda de modo informal. No que diz respeito ? sucess?o familiar e a perman?ncia do jovem no campo, o Pronaf tem executado papel decisivo ao estimular, por meio dos investimentos, a atratividade do empreendimento familiar, viabilizando a acesso as novas tecnologias, modernizando e, por conseguinte, viabilizando a propriedade. Constata-se que o cr?dito rural via Pronaf se apresenta como um instrumento capaz de desenvolver, economicamente e socialmente o empreendimento rural, a comunidade, o munic?pio, assim como o territ?rio na perspectiva do desenvolvimento sustent?vel, trazendo novas perspectivas e oportunidades para essa classe social. Conclui-se que do ponto de vista administrativo, os empreendimentos familiares rurais carecem de conhecimentos de gest?o, tendo em vista que o Pronaf, bem como institui??es ligadas ao setor n?o tem contemplado assist?ncia t?cnica administrativa, podendo comprometer a perman?ncia do jovem no meio rural e a sucess?o familiar, e por sua vez, a perpetuidade da agricultura familiar em munic?pios de pequeno porte como ? o caso de Pinhalzinho/SC
