Conformity of accounting evidentiation of public-private partnership contracts in brazilian sub-brazilian governments

The main aim of this research is to investigate the compliance level of mandatory disclosure of Public-Private Partnerships contracts - PPPs of Brazilians subnational governments in the financial statements of private entities in the period from 2010 to 2017 and the factors that may influence the level of disclosure information. In order to reach the aim, it was used the Disclosure Index (INDISC), based on the rules governing PPP contracts from the standpoint of private entities (ICPC 01 (R1), OCPC 05, ICPC 17), based on the work of Zonato et al. (2011); Nakayama (2012) and Prazeres et al. (2016). In the second stage, it was part of the investigation if the disclosure index of a company is positively associated with the size of the company, the audit, the profitability and the indebtedness. For this, it was chosen the estimation of simple and multiple linear regression models to verify the hypotheses raised in this study. The results have shown that the twenty-six companies analyzed do not comply in part with the mandatory disclosure, since the general average of the disclosure index was close to 70%. The study also showed that when analyzed individually the variables audit and indebtness had a positive influence on the disclosure index in other words those variables are associated to the disclosure level of information but with low explanatory power around eight percent. However, the analysis carried out by sectors of businesses showed that the variable audit lost its significance, highlighting the variables company size and debt that best explain the disclosure index level and adherence to prevailing accounting standards to PPP contracts in the analyzed companies. The results may contribute to a critical reflection of how these arrangements are being evidenced in order to contribute to effective control, providing quality public services at a fair price, contributing to the prevention of manipulation of the information use, ensuring business reliability.Dissertação (Mestrado)O objetivo geral desta pesquisa consiste em investigar o nível de conformidade da evidenciação obrigatória dos contratos de Parcerias Público-Privadas (PPPs) nos governos subnacionais brasileiros nas demonstrações financeiras dos entes privados no período de 2010 a 2017, bem como os fatores que podem influenciar o nível de informação de divulgação. Para o alcance do objetivo, foi utilizado o Índice de Disclosure (INDISC), construído a partir dos normativos que regem os contratos de PPPs sob a ótica do ente privado (ICPC 01 (R1); OCPC 05; ICPC 17) com base nos trabalhos de Zonato et al. (2011); Nakayama (2012) e Prazeres et al. (2016). Na segunda etapa, parte-se para investigar se o índice de disclosure de uma empresa está positivamente associado ao tamanho da empresa, à auditoria, à rentabilidade e ao endividamento. Para tal, optou-se pela estimação de modelos de regressão linear simples e múltipla para verificar as hipóteses levantadas neste estudo. Os resultados auferidos demonstram que as vinte e seis empresas analisadas não cumprem, em parte, a evidenciação obrigatória, pois a média geral do índice de divulgação das mesmas foi próximo a 70%. O estudo mostrou também que, quando analisadas as empresas individualmente, as variáveis auditoria e endividamento tiveram influência positiva do índice de disclosure, ou seja, essas variáveis estão associadas ao nível de divulgação de informações, porém com baixo poder explicativo, ou seja, em torno de oito por cento. Já a análise realizada por setores das empresas mostrou que a variável auditoria perdeu sua significância, com destaque para as variáveis tamanho da empresa e endividamento, as quais melhor explicam o nível do índice de disclosure e a aderência às normas de contabilidade vigente aos contratos de PPPs nas empresas analisadas. Os resultados podem levar a uma reflexão crítica de como esses arranjos estão sendo evidenciados a fim de contribuir com o controle efetivo, proporcionando serviços públicos de qualidade a um preço justo, bem como para a prevenção de manipulação do uso de informações, garantindo, assim, a confiabilidade dos negócios
