Participation of education councils on municipal public policies: a study base don the experiences of Uberlândia s Municipal Education Council

National, State and Municipal Education Councils were created in Brazil, during the Imperial period, and had a long history of advances and backtracking due to its functions and guidelines, until it arrived at what is known today. In the beginning, the councils served the purposes of the Catholic Church and the local policies of certain municipalities, to be subsequently re-oriented by the National Government, as instruments, at the technical level, to support the development and popular policies of the dictatorial regime. During the Military Regime, they served as monitoring and control instruments. However, after the 80 s, they acquired new colors, because they consisted of struggle and support for the social movements. In the 90 s, the constitutions of the Educational Councils became part of the neo-liberal public policies, having as objective the sustainement of its decentralization proposals. However, the principle of Parcipative Democracy also interfered in their effective process, especially at the local level, such as was the case with the Municipal Education Council of Uberlândia. Therefore, this research studied the constitution and establishment of the Municipal Education Council of Uberlândia, in a government characterized by a Liberal Democracy and in one marked by the Participative Democracy. Methodologicaly, a qualitative research was done, by analyses of the normative legal apparatus, literature research and analysis of the minutes of the Municipal Educational Council of Uberlândia meetings. From these it was possible to infer that the search for the education democratization via Municipal Council of Education, still depends on political gestures, which favor a reciprocal collaborations among the different government and civil society spheres, leaving aside the private interests and proposals that want to bring the education to the consumer market.Mestre em EducaçãoCriados no Brasil, ainda no período Imperial, os Conselhos Nacionais, Estaduais e Municipais de Educação tiveram uma longa trajetória de avanços e retrocessos em suas funções e diretrizes, até chegar ao que se conhece hoje. Em princípio, serviram aos interesses da Igreja Católica e ás políticas locais de determinados municípios, em seguida, foram readaptados pelo Governo Nacional, como instrumentos, em nível técnico, para dar sustentação ás políticas desenvolvimentistas e populistas do regime ditatorial. Já no Regime Militar, serviram de instrumentos de controle e fiscalização. Contudo, a partir da década de 1980, os mesmos adquiriram uma nova roupagem, pois passaram a ser constituídos como órgãos de luta e apoio para os movimentos sociais. Já na década de 1990, a constituição dos Conselhos Educacionais passaram a fazer parte das políticas públicas neoliberais, visando dar sustentação ás suas propostas de descentralização. No entanto, o princípio da Democracia Participativa também interferiu no processo de efetivação dos mesmos, principalmente em nível local, como no caso do Conselho Municipal de Educação de Uberlândia. Portanto, esta pesquisa buscou compreender como foi o processo de constituição e efetivação do Conselho Municipal de Educação de Uberlândia, numa gestão caracterizada por uma Democracia Liberal e numa gestão assinalada por uma Democracia Participativa. Metodologicamente, buscou-se a pesquisa qualitativa, por meio de análises do aparato legal normativo, pesquisa bibliográfica e análise das atas das reuniões do Conselho Municipal de Educação de Uberlândia. A partir disso, foi possível inferir que a busca pela democratização do ensino via Conselho Municipal de Educação, ainda depende de posturas políticas, que permitam a colaboração recíproca entre as diferentes esferas do governo e sociedade civil, deixando de lado interesses particulares e propostas que visam levar a educação para o mercado de consumo
