Treading for healthy cities: methodological contribution of index and its application in Uberlandia, Minas Gerais

This study aimed to develop methodology of Index for Healthy Cities (ICS) and apply it in Uberlandia (Minas Gerais), seeking to contribute new ways and possibilities of analysis of the quality of life in intra-urban, via perspectives of movement Healthy Cities, which has been established in various parts of the world. The guiding point of the research was the need to think of tools to assist public management in the difficult task of building urban environments healthier mainly in average city and big city. It appears that the policy makers need devices that support its actions so that the available resources are used more efficiently and effectively. The ICS has been formulated so that it can be applied in any city in the country. There are ten indicators divided into four dimensions of urban: Social Development, Education, Environment and Health. The indicators were selected on the basis of the Population Census 2010, conducted by the Brazilian Institute of Geography and Statistics (IBGE) and also data available by municipalities. The statistical analysis comprises three basic elements: proportion of the presence indicator in the census tract for the total value of the city; indicator\'s relationship to the number of inhabitants/household sector and the distribution given by the arithmetic average of these results. The values were normalized to values between zero and one and spatially in 639 census tract, 69 districts of Uberlandia and five urban areas (north, south, east, west and central), using Geographic Information System (GIS). These results were classified into five levels of health: not healthy, low healthy level, medium healthy level, high healthy level and healthy. Uberlandia, in 2010, presented ICS overall equal to 0.607, corresponding to medium healthy level, with presence in neighborhoods with high levels and others with unsatisfactory conditions of quality of life. From the ICS analysis and additional information obtained from the Bank of Integrated Data (BDI) in the city, it was possible to list areas of the city that need more attention from the government, with a view to the construction and consolidation of a Uberlandia healthier.Mestre em GeografiaO presente estudo teve por objetivo desenvolver metodologia de Índice para Cidades Saudáveis (ICS) e aplicá-lo em Uberlândia (Minas Gerais), buscando contribuir com novos caminhos e possibilidades de análise da qualidade de vida no intraurbano, via perspectivas do movimento Cidades Saudáveis, que tem se consolidado em várias partes do mundo. O ponto norteador da pesquisa foi à necessidade de se pensar em ferramentas que auxiliem a gestão pública na difícil tarefa de se construir ambienteis urbanos mais saudáveis, principalmente, em cidades de médio e grande porte. Constata-se que os responsáveis pelas políticas públicas necessitam de aparatos que subsidiem suas ações de maneira que os recursos financeiros disponíveis sejam utilizados com maior eficiência e efetividade. O ICS foi formulado de maneira que possa ser aplicado em qualquer cidade do país, pois utiliza dados disponíveis para todos os municípios do país. São dez indicadores distribuídos em quatro dimensões do urbano: Desenvolvimento Social, Educação, Meio Ambiente e Saúde. Os indicadores foram selecionados tomando como base o Censo Demográfico de 2010, realizado pelo Instituto Brasileiro de Geografia e Estatística (IBGE) e também dados disponíveis pelas prefeituras. A análise estatística compreendeu três elementos básicos: proporção da presença do indicador no setor censitário pelo valor total desse na cidade; relação do indicador com o número de habitantes/domicílios do setor; e distribuição, dada pela média aritmética entre esses resultados. Os valores obtidos foram normatizados em valores compreendidos entre zero e um e espacializados nos 639 setores urbanos, 69 bairros de Uberlândia e cinco setores urbanos (norte, sul, leste, oeste e central), utilizando Sistema de Informação Geográfica (SIG). Esses resultados foram classificados em cinco níveis do saudável: não saudável, nível saudável baixo, nível saudável médio, nível saudável alto e saudável. Uberlândia, em 2010, apresentou ICS total igual a 0,607, que corresponde a nível saudável médio, com presença de bairros com altos níveis e outros com condições insatisfatórias de qualidade de vida. A partir da análise do ICS e informações complementares, obtidas junto ao Banco de Dados Integrados (BDI) do município, foi possível elencar áreas da cidade de que necessitam de maior atenção do poder público, com vistas à construção e consolidação de uma Uberlândia mais saudável
