A cidade e o clima: impactos das precipitações concentradas e as tendências climáticas em Uberlândia-MG

The growth of urban population in the geographic space promoted a major transformation, particularly in the relationship between society and the natural environment, emerging thus environmental problems. These perspectives motivated this study on climate change in Uberlândia (Minas Gerais), a city possessing a peculiar feature in the distribution of rainfall in the urban area and the impacts from this, that manifest reaching the various social classes in the city, regardless of its location in urban perimeter. In this sense, understanding the workings of the climate system provides a foundation for the scientific understanding that underpins human activities in different production systems, presenting a very complex behavior, its elements are distributed in various scales - from local to the global. The Convergence Zone South Atlantic (SACZ) regulates the distribution of rainfall in the Southeast, the country\'s most populous. In this context, we see the importance of this phenomenon, which regulates the distribution of precipitation, which can occur intensely, causing landslides in areas of slopes, landslides and floods. In this research, it was found that those amendments allow the occurrence of adverse events arising from the inability of urban infrastructure to absorb the waters of rain, critics mainly related to heavy rainfall and / or concentrated above 30 mm. Another focus of this study was the analysis of climate trends in the urban area of Uberlândia, with emphasis on precipitation and extreme shock. Analyses the impacts correlating with the effects of rainfall producing systems that caused impacts in the city, using as reference the newspaper Correio de Uberlândia to assess the impact on the town. It was found that climate change identified in urban areas reflect a trend of major centers, or changes in thermal patterns in the city, notably in average monthly temperatures, decrease in mean maximum, increase in mean maximum decrease in mean absolute and the absolute minimum. This irregularity was also observed in the distribution of rainfall with a tendency to increase the concentration of rainfall in 24 hours and reduction of days of rain at the beginning of the rainy season. Research regarding the action of SACZ was below expectations: totaled only 30,2% of cases from 1996. The impacts raised in the main avenues of the city (Rodon Pacheco, Professora Minervina Candida, Getúlio Vargas, João Naves de Ávila) reflect this reality. The impacts caused by rains in Uberlândia affect the entire population, regardless of social class, but the answer should emphasizes the impact: the noblest and air circulation corresponds to areas where there is a faster response to impact, as also observed in other peripheral areas, such as the region of Morumbi, Joana D Arc and São Francisco in the Eastern sector. Currently, the city requires measures that truly solve problems and not more mitigation measures. Essas perspectivas motivaram este estudo sobre o clima em Uberlândia (Minas Gerais), cidade possuidora de uma característica peculiar na distribuição das chuvas na área urbana e nos impactos oriundos desta, que se manifestam atingindo as diversas classes sociais da cidade, independentemente de sua localização no perímetro urbano.Nesse sentido, a compreensão do funcionamento do sistema climático fornece uma base para o entendimento científico que sustenta as atividades humanas nos diversos sistemas de produção, visto que, por apresentar um comportamento muito complexo, seus elementos distribuem-se nas mais variadas escalas desde o local até o global. A Zona de Convergência do Atlântico Sul (ZCAS) regula a distribuição das chuvas na região Sudeste, a mais populosa do país. Nesse contexto, observa-se a importância desse fenômeno, que regula a distribuição das precipitações, que, por sua vez, podem ocorrer intensamente, provocando deslizamentos em áreas de encostas, enxurradas, alagamentos e enchentes. Nesta pesquisa, verificaram-se que as alterações mencionadas possibilitam a ocorrência de eventos adversos originados da incapacidade da infraestrutura urbana de absorver os infortúnios climáticos, principalmente os críticos, relacionados às chuvas intensas e/ou concentradas, acima dos 30 mm. Outro enfoque desse estudo foi a análise da tendência climática na área urbana de Uberlândia, com ênfase na precipitação e nos impactos extremos. Foram realizadas análises correlacionando os impactos com os efeitos sistemas produtores de chuvas que causaram impactos na cidade, utilizando como referência o jornal Correio de Uberlândia para o levantamento dos impactos na cidade. Verificou-se que as mudanças climáticas identificadas na área urbana refletem uma tendência dos grandes centros, ou seja, alterações nos padrões térmicos na cidade, notadamente nas temperaturas médias mensais, diminuição nas médias das máximas, aumento nas médias das máximas absolutas e diminuição das médias das mínimas absolutas. Essa irregularidade também foi observada na distribuição das chuvas com tendência para o aumento da concentração das precipitações em 24 horas e diminuição dos dias de chuva no início do período chuvoso. Os levantamentos referentes à ação das ZCAS mostraram-se abaixo do esperado: totalizou apenas 30,2% dos casos a partir de 1996. Os impactos levantados nas principais avenidas da cidade (Rondon Pacheco, Professora Minervina Cândia, Getúlio Vargas, João Naves de Ávila) refletem bem essa realidade. Os impactos causados pelas chuvas em Uberlândia afetam toda a população, independentemente de classe social, mas se deve ressaltar a resposta ao impacto: as aéreas mais nobres e de circulação corresponde aos espaços onde há uma reposta ao impacto mais rapidamente, como também observado em outras áreas periféricas, como é o caso da região do Morumbi, Joana D arc e São Francisco, no setor Leste. Atualmente, a cidade necessita de medidas que realmente resolvam os problemas e não mais de medidas mitigadoras. Necessita-se que as experiências das últimas três décadas forneçam o arcabouço para um desenvolvimento urbano sustentável, com a manutenção e plantio de árvores, ampliação de áreas vedes para melhorar o conforto térmico urbano, retardo do contato das águas pluviais com o solo, com isso evitando o rápido escoamento
