Securitization and decision-making process on military interventions: a comparative analysis between the Libyan case and the Syrian case.

With the outbreak of the Arab Spring revolts, international security studies in the region of North Africa and the Middle East have gained further prominence. Among the countries that went through the wave of uprisings, this research explored the conflict in Libya and Syria, the first representing a case in which the Security Council approved a military intervention, and the second illustrates a case still without consensus on the measures that should be taken. Understanding the Syrian case, specifically, has as its main interest to systematize the causes that prevent a decision-making process related to this issue, bringing the Libyan case as an already successful comparison from the point of view of securitization. The Copenhagen School provided the theoretical assumptions of research. When understood by the comparative method and by process-tracing, the Libyan and Syrian cases helped to understand how the positions and discourses of the countries were shaped favorably to the securitization in the case of Libya, and contrarily in the case of Syria.Trabalho de Conclusão de Curso (Graduação)Com a eclosão das revoltas características da Primavera Árabe, os estudos sobre segurança internacional atrelados à região compreendida pelo Norte da África e pelo Oriente Médio ganharam ainda mais destaque. Entre os países que passaram pela onda de revoltas, essa pesquisa explorou o conflito na Líbia e na Síria, pois o primeiro representa um caso no qual houve a aprovação do Conselho de Segurança a respeito de uma intervenção militar, e o segundo ilustra um caso ainda em aberto, sem um consenso acerca das medidas que devem ser adotadas. A compreensão do caso sírio, especificamente, tem como principal interesse sistematizar as causas que impedem um processo decisório relativo à essa questão, trazendo o caso líbio como uma comparação já bem-sucedida do ponto de vista da securitização. A Escola de Copenhague proporcionou os pressupostos teóricos da investigação. Ao serem compreendidos pelo método comparativo e por process-tracing, os casos líbio e sírio auxiliaram o entendimento de como foram moldados os posicionamentos e discursos dos países favoravelmente à securitização no caso da Líbia, e contrariamente no caso da Síria
