Rede de enfrentamento à violência contra crianças e adolescentes: alcances e desafios defrontados a partir da implantação do Estatuto da Criança e do Adolescente no município de Uberlândia em 2014

This thesis reflects on progress and limitations faced by the Combat Network Violence against Children and Adolescents in Uberlândia to ensure the promotion, control and protection of the Rights of Children and Adolescents, with the participation of the various bodies and institutions governmental and non-governmental, in all spheres, and awareness and participation in social control by civil society. The first chapter presents a history of the Children and Adolescents, depicting aspects of the historical and social reasons, which encouraged the foundation for the promulgation of the 1988 Constitution, describing the importance of groups and social movements in all sectors of society . In the second chapter we analyzed the emergence of public policies in Brazil, and the Rights Guarantee System, addressing the social, political and economic issues as well as the history of the two doctrines, which came to complement the Statute of Children and Adolescents: doctrine of full protection and principle of the absolute priority of Children and Adolescents. The third chapter aimed to, address the reality of the city of Uberlândia, in relation to social and legal equipment belonging to Fight Network on Violence Against Children and Adolescents, presenting analytical data regarding the geopolitical structure, economic and social development of municipality, and its service capacity in relation to that structure offered by the government to the municipality. At the end of this dissertation are the final considerations whose purpose is to foster the continuation of studies and reflections on the issues addressed by this dissertation. Regarding the methodology, it is recorded that at the research stage, a literature search on the topic in question took place, and the second time conducted a literature review with methodological criteria and a critical view in order to separate the articles valid to sediment through a careful reading and a critical and analytical look, the result obtained that the intention of which is encouraging the participatory analysis and contribution to the continuation of other studies of the same nature.Mestre em Ciências SociaisEssa dissertação reflete sobre os avanços e limites defrontados pela Rede de Enfrentamento à Violência contra as Crianças e os Adolescentes no município de Uberlândia para garantir a promoção, controle e defesa dos Direitos das Crianças e dos Adolescentes, contando com a participação dos diversos órgãos e instituições governamentais e não governamentais, em todas as esferas, e da conscientização e participação no controle social por parte da sociedade civil. O primeiro capítulo apresenta um histórico do Estatuto da Criança e do Adolescente, retratando aspectos da fundamentação histórica e social, que fomentaram o alicerce para a promulgação da Constituição Federal de 1988, descrevendo a importância dos grupos e dos movimentos sociais em todos os setores da sociedade. No segundo capítulo analisou-se o surgimento das Políticas Públicas no Brasil, e o Sistema de Garantias de Direitos, abordando as questões sociais, políticas e econômicas, bem como o histórico das duas doutrinas, que vieram a complementar o Estatuto da Criança e Adolescente: Doutrina da proteção integral e Princípio da prioridade absoluta da Criança e do Adolescente. O terceiro capítulo teve como objetivo principal, abordar a realidade do município de Uberlândia, em relação aos equipamentos sociais e jurídicos pertencentes à Rede de Enfrentamento a Violência Contra as Crianças e os Adolescentes, apresentando dados analíticos em relação a estrutura geopolítica, econômica e social do município, e sua capacidade de atendimento em relação a essa estrutura oferecida pelo poder público ao município. Ao final da presente dissertação encontram-se as considerações finais cuja finalidade é fomentar a continuidade dos estudos e das reflexões sobre as temáticas abordadas por essa dissertação. Em relação as metodologia empregada, registra-se, que na fase de investigação, foi realizada uma pesquisa bibliográfica sobre a temática em questão, sendo no segundo momento realizado uma revisão da literatura com critérios metodológicos e uma visão crítica, a fim de separar os artigos válidos para sedimentar, através de uma leitura criteriosa e com uma olhar crítico e analítico, o resultado obtido que cuja intenção é que se incentive a uma análise participativa e contributiva para a continuidade de outros estudos dessa mesma natureza
