Movimento dos atingidos pela reforma agrária de mercado - MARAM: conquistas e desafios dos mutuários do Projeto Banco da Terra no Triângulo Mineiro/Alto Paranaíba

This study aims to understand the struggles promoted by the Movement for People Affected Market Agrarian Reform - MARAM. This socio-territorial movement comes at a time of crisis in which the peasants borrowers served by the Land Bank project were inserted into the middle region of Triângulo Mineiro / Alto Paranaíba. To achieve the research objectives, the methodology used was the qualitative approach, with theoretical review, fieldwork, discourse and content analysis, the use of photographs and data collection in primary and secondary sources. The time frame that we have adopted is delimited in the years 2000-2012, for we consider this the context of creation and implementation of projects, and these actions articulated by political elites and agrarian in local and regional level, through advertising, which we assess to be the clash in the immaterial territory. This policy was established in the government of Fernando Henrique Cardoso in 2000 and abolished by the government of Luiz Inacio Lula da Silva. Subsequently, with the realization of the associations, borrowers began to experience difficulties when faced with the lack of information, acquisition unviable areas to the development of agricultural activities, lack of technical assistance and an entity responsible for the project, and the debt financing. After being established for three years, when it should have been made the payment of the first installment of debt, no association of this region managed to do it. It is precisely in this context of crisis that pervaded the associations that arises MARAM in seeking to find solutions with the managers of the project at the state and federal level, with the support of CPT, they began to hold meetings in Brasília in the Reordering Agrarian- SRA Secretariat and Belo Horizonte in Minas Gerais Institute of Lands - ITER / MG. Este movimento socioterritorial surge em um momento de crise na qual estavam inseridos os mutuários camponeses atendidos pelo projeto Banco da Terra na mesorregião do Triângulo Mineiro/Alto Paranaíba. Para atingir os objetivos da pesquisa, a metodologia empregada foi a abordagem qualitativa, com revisão teórica, trabalho de campo, análise do discurso e de conteúdo, o uso de fotografias e coleta de dados em fontes primárias e secundárias. O recorte temporal que adotamos se delimita nos anos de 2000 a 2012, por consideramos este o contexto de criação e implantação dos empreendimentos, sendo essas ações articuladas pelas elites políticas e agraria em nível local e regional, por meio da propaganda, que avaliamos ser o embate no território imaterial. Essa política foi criada no governo de Fernando Henrique Cardoso no ano 2000 e extinta pelo governo de Luiz Inácio Lula da Silva. Num momento posterior, com a efetivação das associações, os mutuários começaram a enfrentar dificuldades ao se depararem com a falta de informações, aquisição de áreas inviáveis ao desenvolvimento de atividades agrícolas, falta de assistência técnica e de uma entidade responsável pelo projeto, bem como a dívida do financiamento. Quando completaram três anos de existência, momento em que deveria ter sido feito o pagamento da primeira parcela da dívida, nenhuma associação dessa região conseguiu fazê-lo. É exatamente nesse contexto de crise que permeava as associações que surge o MARAM na busca de encontrar soluções junto aos gestores do projeto, no âmbito estadual e federal, com o apoio da CPT, começaram a realizar reuniões em Brasília na Secretaria de Reordenamento Agrário- SRA, e Belo Horizonte no Instituto de Terras de Minas Gerais ITER/MG.
