Crisis on undergraduation level: the new profile of the teacher of basic education in Brazil under the auspices of neoliberalism

The present dissertation had as general objective understanding how the crisis in the degrees impact in the formation and transformation of the teachers’ profile in the basic education in Brazil since the 1990’s, under the impacts of neoliberal policies, particularly after 1995, when the State reform begins in a systematized way in that country. The research was conducted through a review of literature and documents of official agencies from the 1990s. The new public management, presented by the State as an alternative for the solution of financial, bureaucratic and efficiency problems in the administration of public affairs, aims to the excellence of work and results charged by the community and the requirement of international mechanisms such as workforce training, investment and foreign capital attraction and better levels of learning. The example of Minas Gerais is emphasized, as it was the first Brazilian state to implement the new public management with the Management Shock, whose main objective was to balance revenue and expenditure, as well as to make Minas the best state to live, according to the government. For the critique, the balance was made with financial leeway that only disguised the problems of the State and, for the education workers, there was the loss of rights and autonomy. Regarding the formation, both Law n. 9394/1996 and the 2015 National Curriculum Guidelines for teacher education emphasize the preparation of the new labor force for capital and consumption by reinventing (and readapting) the new, fluid, stratified, and flexible social subject. Moreover, the crisis in degrees is consubstantiated on several fronts, namely by the upward devaluation that is being suffered in the last decades, by policies and new public management, by social deprestige, by lack of attractiveness, by illness and abandonment of the profession.CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível SuperiorDissertação (Mestrado)A presente dissertação teve como objetivo geral compreender como a crise nas licenciaturas impactam na formação e transformação do perfil de professores na educação básica no Brasil a partir da década de 1990, sob os impactos das políticas neoliberais, particularmente após 1995, quando se inicia a reforma do Estado de forma sistematizada no país. A pesquisa foi realizada por meio da revisão de literatura e de documentos de organismos oficiais a partir da década de 1990. Tem-se que a nova gestão pública, apresentada pelo Estado como alternativa para a solução de problemas financeiros, burocráticos e de eficiência na administração da coisa pública, tenciona à excelência do trabalho e dos resultados cobrados pela população e à exigência de mecanismos internacionais como formação da força de trabalho, atração de investimentos e capital externo e melhores níveis de aprendizagem. Destaca-se o exemplo de Minas Gerais, que foi o primeiro estado brasileiro a implementar a nova gestão pública com o Choque de Gestão, cujo objetivo principal foi, nos termos do governo, equilibrar receitas e despesas, além de tornar Minas o melhor estado para se viver. Para a crítica, o equilíbrio se deu com manobras financeiras que somente camuflaram o problema do Estado e, para os trabalhadores da educação, houve a perda de direitos e autonomia. No que tange à formação, tanto a Lei n. 9.394/1996 quanto as Diretrizes Curriculares Nacionais para formação de professores de 2015 enfatizam a preparação da nova força de trabalho para o capital e o consumo por meio do reinventar (e readaptar-se) do novo sujeito social, fluido, estratificado e flexível. Em face disso, a crise nas licenciaturas se consubstancia em várias frentes, a saber, pela desvalorização ascendente que vem sofrendo nas últimas décadas, pelas políticas e nova gestão pública, pelo desprestígio social, pela falta de atratividade, pelo adoecimento e abandono da profissão
