Educação e trabalho : a formação do jovem trabalhador no Brasil e em Portugal a partir da década de 1990

The aim of the study was to analyze the relationship between work and education with a focus on problematic of formation of young worker in the context of neoliberal policies, policies that emphasize training for the labor market, particularly from the 1990s in Brazil and Portugal. Part of this thesis was developed in Portugal, in the modality of doctoral sandwich, supported by CAPES. Was taken as the object of analysis the educational policies implemented by both governments, from a historical review of the structural transformations of capitalism and its dialectical relation to the forms of technical organization of the production process. The hypothesis that guided the research was that the Brazilian and Portuguese governments saved their historicaleconomic and cultural characteristics of each country, are implementing educational policies and reforms that favor a focused educational training to meet the needs of the labor market, discouraging and even inhibiting critical education, which enables the formation of a social subject know themselves and socio-cultural relations that surround it. Both the Portuguese situation as in Brazil were analyzed as the primary source of research official documents released by government agencies, official data released by the education authorized bodies and data released by the press. As a result there is the permanence of the capitalist system class structure via maintaining a dual educational system, namely: education for the working class and another for the bourgeois class. The results and conclusions presented show that the educational reforms tend to form primarily to meet specific demands of the labor market, which change rapidly due to technological innovations.Fundação de Amparo a Pesquisa do Estado de Minas GeraisDoutor em EducaçãoO Objetivo do trabalho foi analisar as relações entre trabalho e educação com foco na problemática da formação do jovem trabalhador no contexto das políticas neoliberais, as quais enfatizam a formação para o mercado de trabalho, particularmente a partir da década de 1990 no Brasil e em Portugal, país no qual foi desenvolvido parte desta tese, na modalidade doutorado sanduíche, apoio Capes. Tomou-se como objeto de análise as políticas educacionais implementadas por ambos os governos, a partir de um resgate histórico do processo de transformações estruturais do capitalismo e sua relação dialética com as formas de organização técnica da produção. A hipótese que norteou a pesquisa foi a de que o governo brasileiro e o governo português, guardadas as respectivas particularidades histórico-econômicas e culturais de cada país, vêm implementando políticas e reformas educacionais que privilegiam uma formação educacional voltada para atender as necessidades do mercado de trabalho, desincentivando e até mesmo inibindo a educação crítica, que possibilitaria a formação de um sujeito social conhecedor de si mesmo e das relações socioculturais que o cerca. Tanto na situação portuguesa como na brasileira foram analisados como fonte primária de pesquisa documentos oficiais divulgados por órgãos governamentais, dados oficiais da educação divulgados pelos órgãos autorizados e dados divulgados pela imprensa. Como consequência tem-se a permanência da estrutura de classes do sistema capitalista via manutenção de um sistema educacional dual, qual seja: uma educação para a classe trabalhadora e outra para a classe burguesa. Os resultados e conclusões apresentados apontam que as reformas educacionais tendem a formar fundamentalmente para atender demandas específicas do mercado de trabalho, as quais mudam rapidamente em função das inovações tecnológicas
