Environmentally appropriate disposal of solid residues: effects on Local epidemiological indicators

The general objective of this work was to determine the existence of a relationship between environmentally sound disposal of municipal solid waste and population health. Three hypotheses had be tested: (i) the existence of landfill in a municipality improves the health conditions of their residents; (ii) the quality of landfills also influences the health status of the population; and (iii) municipalities that \"export\" their waste to other municipalities may have different epidemiological indicators from others. For this, there were econometrics estimates; including the adoption of an identification strategy based the health literature. The results do not refuted any of the hypotheses. Such evidence are important in function of the economic activities be intense in exploitation of natural resources (materials and energy) and, at the same time, it produces waste and has the waste in places, not always environmentally friendly. On the one hand, the pattern of mass production, usually adopted by firms, does not reflect without some kind of incentive (economic or regulatory), about how their products and / or by-products can be reused, recycled or reintegrated into a new cycle productive, either on the impact of his return to the environment. On the other hand, the growing population consumption ends up causing more and more solid waste and waste. In this perspective, one must reflect on the way that these solid wastes and tailings should have their destination and final disposal on the environment. If it held precariously, they can cause environmental problems (e.g., through the contamination of soil, surface and groundwater by leachate and air pollution by methane gas and the carbon dioxide) and social, including on population health. Most studies founded deal with the relationship between sanitation, specifically water supply and sanitation, and health, there is a gap on the solid waste management services, in particular the final disposal of these, what motivates this dissertation and points out to the relevance of the results.Mestre em EconomiaO objetivo geral desta dissertação foi averiguar a existência de uma relação entre a disposição final ambientalmente adequada dos resíduos sólidos urbanos e a saúde da população. Foram testadas três hipóteses: (i) a existência de aterro sanitário em um município melhoraria as condições de saúde de seus residentes; (ii) a qualidade dos aterros também influenciaria as condições de saúde da população; e (iii) municípios que exportam seus resíduos para outros municípios podem apresentar indicadores epidemiológicos diferentes dos demais. Para isso, foram realizadas estimações econométricas, inclusive com a adoção de uma estratégia de identificação fundamentada pela literatura de saúde. Os resultados obtidos não refutaram nenhuma das hipóteses. Tais evidencias são importantes em função das atividades econômicas serem intensivas na exploração de recursos naturais e, ao mesmo tempo, produzirem resíduos e os disporem no ambiente, nem sempre, por meio de formas ambientalmente adequadas. Por um lado, o padrão de produção em larga escala, normalmente adotado pelas firmas, não se preocupa, sem algum tipo de incentivo (econômico ou regulatório), com como os seus produtos e/ou subprodutos podem ser reutilizados, reciclados ou reintegrados a um novo ciclo produtivo, tampouco com os impactos decorrentes de seu retorno ao ambiente. Por outro lado, o consumo crescente gera cada vez mais resíduos sólidos e rejeitos. Diante desses fatos e das evidências aqui obtidas, deve-se refletir sobre o modo que os resíduos e rejeitos devem ter sua destinação e disposição final, visto que, se realizadas de forma precária, eles podem causar problemas ambientais (por exemplo, por meio da contaminação do solo e das águas superficiais e subterrâneas pelo chorume e a poluição do ar pelo gás metano e pelo gás carbônico) e sociais, inclusive sobre a saúde da população. A maioria dos estudos encontrados trata da relação entre saneamento básico, especificadamente abastecimento de água e esgotamento sanitário, e saúde, existindo uma lacuna sobre os serviços de manejo de resíduos sólidos, em especial a disposição final destes, o que motivou esta dissertação e reforça a relevância de seus resultados
