Public policies of textbooks: elements for understanding the agenda of public policies in education in Brazil

The research seeks to determine the elements that condition the formulation of the public policy agenda, in the field of education, that deal with the textbook. It was concluded from the analysis of primary sources, especially official documentation and articles published in newspapers, that the textbook policies in Brazil had as a concern control over the content of the books and the creation of conditions that would guarantee the access of Students to the textbook. On the other hand, the policies of the didactic book in Brazil were constructed from the following factors: 1) that the books adopted in the schools should be chosen by the teachers; 2) that textbooks would be produced by the Brazilian publishing market; 3) that the State could exercise only the pedagogical evaluation of the textbook without, however, interfering in the textbook market nor in the choice of the book by that of the teacher.Tese (Doutorado)A pesquisa procura determinar os elementos que condicionam a formulação da agenda das políticas públicas, no campo da educação, que tratam do livro didático. A partir da análise de fontes primárias, especialmente documentação oficial e matérias publicadas em jornais, concluiu-se que as políticas de livros didáticos, no Brasil, tiveram como preocupação o controle sobre o conteúdo dos livros e a criação de condições que garantissem o acesso dos estudantes ao livro didático. De outro lado, as políticas do livro didático, no Brasil, foram construídas a partir seguintes fatores: 1) que os livros adotados nas escolas deveriam ser escolhidos pelos professores; 2) que os livros didáticos seriam produzidos pelo mercado editorial brasileiro; 3) que o Estado poderia exercer, apenas, a avaliação pedagógica do livro didático sem, contudo, interferir no mercado do livro didático e nem na escolha do livro pelo do professor
