The research seeks to determine the elements that condition the formulation of the public policy agenda, in the field of education, that deal with the textbook. It was concluded from the analysis of primary sources, especially official documentation and articles published in newspapers, that the textbook policies in Brazil had as a concern control over the content of the books and the creation of conditions that would guarantee the access of Students to the textbook.
