Policy Action for Climate Change Adaptation (PACCA) II is a flagship project on priorities and policies for climate smart agriculture under the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The project is led by the International Institute of Tropical Agriculture (IITA), working in collaboration with the International Center of Tropical Agriculture (CIAT) and Utrecht University. Other partners in Uganda include Harvest Plus, the Ministry of Agriculture, Animal Industry and Fisheries, Office of the Prime Minister and Mbale and Nwoya District Local Governments.
