Individuals are said to be accountable whenever their performance is monitored by someone other than themselves, and when there are consequences (either tangible or intangible) associated with that evaluation. Whereas previous research has mainly treated accountability as a unitary construct, we propose that there are in fact at least two distinct types of accountability--one that focuses on justification of the procedure used to arrive at an action (procedure-oriented accountability, or POA) and one that focuses on the quality of the outcomes of that action (outcome-oriented accountability, or OOA).
