We present a complete calculation of the effective lagrangian for $b\to s$ processes with QCD corrections, in the leading logarithm approximation, for the cases $m\sb{t}=m\sb{w}$ and $m\sb{t}\gg m\sb{w}.$ The effective lagrangian is then applied to estimate the $b\to s\gamma$ decay rate. We find that it is enhanced by a factor of 6 for the case $m\sb{t}=m\sb{w},$ and a factor of about 2 for $m\sb{t}\gg m\sb{w}.$ Our results differ from those found in the literature, but are not very different numerically. We also present an exact two-loop calculation of the Wilson coefficients to order $g\sbsp{s}{2}$ in the limit $m\sb{t}\gg m\sb{w},$ which includes the next-to-leading corrections.
