In part II of this article the conceptual roots of NCW will be dealt with. Not only will the various characteristics of NCW be discussed in some detail, which will further give an insight into NCW, but a survey of the American military developments in the 1990ties will show that NCW did not just appear out of the blue and that it cannot be dismissed as an academic pastime. Instead, it will become clear why NCW will be seen as a leitmotiv for the present-day American armed forces
