Four million extra teachers are needed across Sub-Saharan Africa by 2015 if the Millennium Development Goal of universal access to primary education (UPE) is to be met (COMED/ADEA 2011). In addition there continues to be urgent need to improve the quality of teaching of existing teachers in primary classrooms. There is not sufficient capacity to meet those demands through teacher training or continuous professional development (CPD) courses at Higher Education Institutions (HEI)s and teacher training colleges.
