This research deals with the creation process of the visa “Advanced Activities”. This visa is introduced by the Japanese government, in 2014, with the aim of welcoming highly skilled foreign professionals – it also indicates its official admission into the race for talents. The “race for talents” refers to the contest between world superpowers in the attraction of foreign talents that has begun in 1960’s. Japan officially joins this competition almost fifty years later.
