Türkiye’nin AB Üyeliği Sürecinde Hayat Boyu Öğrenmede Yetişkin Eğitimcisi Yeterlikleri

In order to harmonize with the globalization process experienced since the 1990s, Europe,who entered into economical and social integration, adopted the main target of‘Making the EU the most dynamic knowledge-based economy all over the world till theyear of 2020’ through the Maastricht Treaty 1992 and the Lisbon Strategy 2000 and gaveits weight to ‘education’ in achieving its goal. Aft er this phase, lifelong learning processwas launched, which embraces all levels of training and education and following theBologna Process 1999 and the Copenhagen Process 2002, ‘Th e European Qualifi cationsFramework for Lifelong Learning’ was put into practice in April 2008. With this study,the increasing importance of adult education, which is a signifi cant component of lifelonglearning and accordingly proff esional competencies of adult educators who willprovide service in this fi eld during the aforementioned process, is being focused on.Within the scope of the study, various studies on determination of European Level ofcompetency and Qualifi cations have also been performed to provide an internationalequivalence of vocation, thus, it has been aimed to provide a kind of foresight for similarpotential studies in our country.Keywords: Lifelong Learning (LLL), European Qualifi cations Framework (EQF),competence, qualifi cation, competences of adult educators’ (teachers’, tutors, trainers’) /andragogs’, Adult Educator Qualifi cations Framework (AEQF)1990’lı yıllar itibariyle yaşanan küreselleşme sürecine uyum sağlamak üzere, ekonomik ve sosyal alanlarda bütünleşme sürecine giren Avrupa, 1992 Maastricht Antlaşması ve 2000 Lizbon Stratejisi ile ‘AB’yi 2020 yılına kadar dünyanın bilgi tabanlı en dinamik ekonomisi yapmak’ temel hedefi ni benimsemiş ve bu hedefe ulaşmada ‘eğitim’ konusuna ağırlık vermiştir. Bu aşamadan sonra, tüm eğitim ve öğretim kademelerini kapsayacak bir ‘hayat boyu öğrenme’ sürecine girilmiş ve 1999 Bolonya ile 2002 Kophenag süreçleri sonrası Nisan 2008’de ‘Hayat boyu Öğrenme için Avrupa Yeterlilikler Çerçevesi’ uygulamaya konmuştur. Bu çalışma ile anılan süreçte hayat boyu öğrenmenin önemli bir bileşeni olarak yetişkin eğitiminin artan önemine ve dolayısıyla bu alanda hizmet üretecek yetişkin eğitimcisinin mesleki yeterliklerine dikkat çekilmektedir. Çalışma kapsamında, mesleğin uluslararası eşdeğerliğini sağlamaya yönelik çeşitli AB düzeyli yeterlik ve yeterlilik belirleme çalışmalarına da yer verilerek ülkemizce gelecekte yapılması olası benzer nitelikli çalışmalara bir tür öngörü oluşturulması amaçlanmıştır
