Internet, newest medium in communications, came up with hot issues in Regulatory framework. The Internet changed all the regulatory traditions andpaves the WiO\u27for newforms ofgovernance. Having no borders; the Internet pushes states to act in cooperation with each other. Apartfrom real world there are other ways to control the Internet. One can change the architecture and create new internets. Invisible hand of the commerce is another danger. Regulating the Internet is a two edged sword; freedoms on the one side and illegal/harmful content on the other. Here in this Article a balance is tried to be settled between these two.
