This thesis examines 'cultural intervention' by arts practitioners/social activists in inner city London,England, in the lives of adults who have 'learning disabilities'. 'Cultural intervention' is thought necessary largely in response to their social and cultural exclusion. This has been highlighted by recent shifts in social policy, particularly those of the NHS and Community Care Act 1990. An anthropological critique of social policy and welfarism as related to people with learning disabilities in Britain is offered, questioning the existence of 'community' at an ideological and material level.
