This article considers the creation of an International Criminal Court. The authors first tackle the subject by conducting an historical survey of the preparatory work which demonstrates the massive complexity of the questions considered which were to be considered at the Rome Conference. The authors' discussion is furthered by the contemplation of two weighty issues : the intensity of the task and the political character of the questions at issue. In effect, three major groups of diverging ideas were found : the 'pilot countries', the permanent members of the Security Council and the NAM (Non Aligned Movement).
