In an effort to prolong the lifetime of their Photomultiplier tubes (PMTs), the Cosmic Ray Observatory Project (CROP) made the decision to begin operating the PMTs at an operating voltage of 1000 Volts. The aim of this project was to characterize the fundamental behavior of the PMTs at this operating voltage using several tests. These tests include determining the optimal threshold level of the PMTs, the PMT efficiency, and the time stability of the PMT\u27s output
