This thesis explores the development of the federal policy toward the Sioux Indians of the Northern Plains from 1868-1878, the Red Cloud and Spotted Tail Indians as the mobile wards of the government, the administration of the Subsistence Policy for the Red Cloud and Spotted Tail agencies, the provisions and annuity goods for the Red Cloud and Spotted Tail agencies, the sources of supply for the Red Cloud and Spotted Tail agencies, the delivery of goods and supplies for the Red Cloud and Spotted Tail agencies and the issuance of supplies and annuity goods at the Red Cloud and Spotted Tail Agencies.
